Sylvia worked with me at PBEC (where I worked from October 1998 to February 2003). She took over David's job after he escaped to Cleveland, and faced the shortest adjustment period and greatest range of new responsiblities of just about anyone coming aboard. She has two teenage children, and I listened to her many colorful tales with trepidation, wondering what's in store for me with Katie.

Sylvia Palmer is the Manager of Administration for the Pacific Basin Economic Council (PBEC). Ms. Palmer oversees the organization's budget processes, including preparation, development and administration of budgetary policy and procedures. She reviews operating results, develops reports and provides recommendations to management. Ms. Palmer also coordinates and administers all human resource activities and policies within the International Secretariat.

Most recently, Ms. Palmer served as project administrator for the Oahu Economic Development Board (OEDB), a private-sector economic development membership organization. She has also held positions with the Department of Defense as a training manager and facilitator; and with Pacific Bell Telecommunications as a fraud and quality control facilitator. Additionally, she was customer service department supervisor and later project manager in consumer promotions with NCH NuWorld, formally a division of Ralston Purina, where some of her clients included Blockbuster Entertainment, Colgate Palmolive, and Thorn Americas (Rent-A-Center).
